Pre-existing deep-dossier cross-refs:
- Ocean Beach Siren And Civil Defense — the daily noon Sentry 10V civil-defense siren on the Ocean Beach Fire Department (132 Bay Walk), heard across central FI; Cold War federal-CD lineage; still runs at noon 70+ years on.
- Ocean Beach Water Tower Deep History — the mid-1930s village water tower (Hindenburg-era silver spike → pistachio “parachute” + aviation-signal apex by 1983), 3 ~450-ft wells, 1970 USACE groins, FIMI Contract 3D well relocation (awarded Jan 2026), $1.4M Water Fund, “safe room,” 2022 LIPA 4kV feeder to Seaview/Ocean Bay Park. This file adds the founding, governance, people, money, and culture layers those two files deliberately leave out.
Founding & origin
- 1908: businessman John A. Wilbur founds Ocean Beach, organizing the Ocean Beach–Fire Island Company (sometimes the Ocean Beach Improvement Company) as organizer and first president. He sold ~1,000 lots in five years, mostly to Brooklyn families, under the slogan “Ocean Beach, where health and happiness go hand in hand.” Wilbur’s original village extended east only to Bungalow Walk. (NYT obit Aug 22 1955 — Wilbur d. age 89; Fire Island News 2021 centennial; OB Historical Society.)
- The western three blocks today (Ocean, Wilmot, and Surf Roads) were a separate tract, Stay-A-While Estates, organized 1912 by the heirs of New York Supreme Court Justice Wilmot M. Smith (hence Wilmot Road). (fireisland.com; OBHS.)
- 1921: the Wilbur tract and Stay-A-While Estates merged and incorporated as the Incorporated Village of Ocean Beach — giving it legal authority to build municipal infrastructure (water, later sewer). (Wikipedia; LWRP; OBHS.)
- 1918: Fire Island’s first school opened in Ocean Beach (later the Woodhull School; see Research).
- Lost landmark: the New Surf Hotel, a grand hotel, destroyed by fire ~1918 (distinct from the Surf Hotel near Kismet — the two are frequently conflated).
Governance
- Governed by a five-member Board of Trustees: an elected Mayor + four Trustees. Own Village Court, Ocean Beach Police Department (OBPD — independent radio unit 944, separate from Suffolk County Park PD and NY State Park PD), Ocean Beach Fire District, sewer district, and maintenance dept. (Wikipedia; Ocean Beach Water Tower Deep History §C/D.)
- Current mayor: James S. Mallott (as of 2023–24). Trustees: Marco Arment (notable — the software developer behind Tumblr, Instapaper, and Overcast), Dawn L. Hargraves, Ian Levine, Jennifer Moritz. (Village of Ocean Beach, “Boards & Commissions.”)
- Past leadership: Mayor Thomas “Tom” Schwarz (Schwartz) — mayor ~1979, founding force behind the Ocean Beach Community Fund and, with Roberta Gratz, the Ocean Beach Historical Society (chartered 1980), to which he granted Community House space. (OBHS; cross-ref Tom Schwartz.) Later: Mayor Rogers.
- “The Land of No”: the village is nationally nicknamed for its labyrinth of ordinances restricting bicycle riding, ball-playing, picnicking/eating on the beach and walks, etc. The high-water mark was the 1977 “cookie case”: two teenage boys took the village to court to defend the right to eat freshly baked bakery cookies on a public walk — and won, making national headlines. (fireisland.com; McCollum, Fire Island: Beach Resort and National Seashore, Arcadia 2012.)
- CONTESTED utility fact — resolve in favor of the federal/village record: Wikipedia (citing a “Long Island Zoning Atlas” entry whose text appears copied from the Saltaire article — it literally reads “within Saltaire”) says Ocean Beach water is supplied by the Suffolk County Water Authority. The authoritative federal + village sources contradict this: the Village operates its own municipal water system — 3 wells ~450 ft, a dedicated Water Fund (~$1.4M/yr), rebuilt under Sandy HMGP/USACE funding, now being relocated under FIMI Contract 3D (Ocean Beach Water Tower Deep History; Village LWRP 2010; USACE FIMI HSLRR 2014; Village financials FY2023). Treat “SCWA supplies Ocean Beach” as a Wikipedia error. Power is PSEG-LI / LIPA.
Deep history
- Jazz-Age “first gay village” of Fire Island: when New York’s artistic bohème began summering on FI, Ocean Beach became the island’s first gay enclave — until tensions with locals peaked over the Parisian celebrity hairdresser Antoine de Paris, who built an outdoor toilet with a saloon-style swinging door across from the Catholic church. Villagers staged a “seduction” provocation, caught a guest, and burned down Antoine’s property. After that and the 1938 Great Hurricane, the gay community relocated east to Cherry Grove. (Jiler, Dark Wind, 1993, pp. 28–31, 46–48.)
- Population volatility (US Census): 205 (1930) → 81 (1940, −60.5%) → 73 (1950) → 111 (1960) → 155 (1980) → 138 (2000) → 79 (2010) → 153 (2020). The 1930→1940 collapse brackets the 1938 hurricane; the figures are year-round only (summer peak ~4,500). ~600 homes (fireisland.com).
- The water tower and the noon siren are the village’s two defining infrastructural artifacts; the Catholic church spire is the other skyline marker noted in the 1983 NYT sighting.

- Tom/Thomas Schwarz — VERIFIED. Mayor ~1979; OB Community Fund + Historical Society founder. (Tom Schwartz — note the index’s open question of whether the Lonelyville-bayside Tom Schwartz is the same man.)
- Roberta Gratz — VERIFIED. Secured the grants/charter for the OB Historical Society (1980); noted urbanist/journalist.
- Marco Arment — VERIFIED. Village Trustee; software developer (Tumblr/Instapaper/Overcast).
- The Whitney dynasty — VERIFIED (Whitney Family Pioneer Market). Runs the Whitney Pantry in Ocean Beach (plus Pioneer Market in Fair Harbor and Kismet Market) — the island’s commercial monopoly family.
- Celebrities who summered here: Fanny Brice, Carl Reiner, Mel Brooks (favored Ocean Beach). Actor Brett King was born here. Keegan-Michael Key built an oceanfront mansion that triggered a documented 2022 resident backlash (“The comedian and the community revolt,” The Independent, Aug 29 2022).

Money & real estate
- Zillow median home value (Ocean Beach ZHVI): $1,406,210 — +11.1% YoY, Mar 31 2026. FI-wide median listing ~$1.67M; 2025 FI average sale ~$1.42M; median $/sqft ~$685 (Redfin Feb 2026). (Property Value Data 2026.)
- Village balance sheet (FY ended May 31 2023): total capital assets net ~$29.55M; infrastructure $17.15M; buildings $10.19M; construction-in-progress $1.50M (up $243K in one year); outstanding bonds $4.48M (15.34% of debt limit). Four governmental funds: General, Water ($1.4M/yr), Sewer, Capital Projects. Infrastructure-per-resident is a multiple of comparable LI villages — see the water-tower file’s “this is not normal village finance” read.
- Buyers: legacy Brooklyn-descended families, NYC professionals, share-house groups, and a thin top tier of wealthy second-home buyers (the Keegan-Michael Key tier). Commercial real estate (bars, restaurants, hotels, markets) is the island’s densest.
Culture & character (barefoot vs Mercedes read)
- Ocean Beach is where the two reads collide in one place. The barefoot layer: radio-flyer wagons, kids selling painted shells, mom-and-pop markets, July-4th baby parade, share houses, day-trippers off the ferry, dancing in the bars. The Mercedes layer: $1.4M+ medians, a celebrity mansion that sparked a village revolt, and the “Land of No” ordinance regime that polices barefoot behavior (no ball, no bikes, no beach picnics) precisely to protect property values and small-town order.
- It is simultaneously the island’s most commercial, most regulated, and most “family town” community — the “unofficial capital” that the quieter neighbors (Corneille, Seaview, Lonelyville) define themselves against.
Four-layer notes (time / water / earth / sky)
- Time: 1908 founding → 1921 incorporation → 1938 hurricane population crash → 1977 cookie case → 2026 FIMI well relocation. The only FI community with a continuous municipal-record clock (court, trustees, village financials) since 1921.
- Water: the deepest water signature on inhabited FI — a village-owned 3-well system (~450 ft into the shallow Magothy), 1970 USACE groins, a “safe room,” and an active federal relocation. Bay ferry terminal + ocean beach bracket the village north/south.
- Earth: 50×80 grid, the densest platting on FI; ~0.14 sq mi carrying ~600 homes + the full commercial district.
- Sky: the pistachio water tower with its post-1983 aviation-signal apex, the Catholic church spire, and the noon Sentry-10V siren audible to Lonelyville 1.5 mi west — the village owns the central-FI skyline and soundscape.
